US Western Area Power Administration is Hiring a Budget Analyst Near Lakewood, CO

Duties

As a Budget Analyst, some of your duties will include:

  • Knowledgeable in the sources, types, and methods of funding for RMR and its programs (e.g., direct annual and no-year appropriations, apportionments, allotments, transfer of funds, trust and reimbursable.)
  • Monitors, analyzes, and evaluates budget execution with emphasis on WAPA's program objectives and resources, proper cost accounting reports to RMR Management and WAPA Headquarters (HQ), and determination of status of appropriated and non-appropriated funds.
  • Oversees O&M fiscal year end closing and prepares reports for input on financial statements, rate and repayment studies, and cost allocations.
  • Works directly with WAPA personnel to propose and implement financial management system enhancements that will best suit regional needs and requirements.
  • As Fund Certifier, certifies availability of WAPA and non-WAPA funds on various purchase documents.
This position is developmental with the full promotion potential to the GS-12.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.
To qualify for the GS-11:
Applicants must have one year (52 weeks) of specialized experience at the GS-09 grade level or equivalent pay band in the Federal service. This experience includes all the following:

  • Performing budget or accounting activities in accordance with established policies and procedures.
  • Entering, analyzing, and reporting on budget or financial activities.
  • Using financial systems to query and capture data.
OR
SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: I have a combination of education and experience to successfully perform the duties of the position.
To qualify for the GS-12:
Applicants must have one year (52 weeks) of specialized experience at the GS-11 grade level or equivalent pay band in the Federal service. This experience includes all the following:
  • Formulating and reviewing, preparing budget estimates, writing justifications and impacts, and tracking obligations.
  • Monitoring, analyzing, and evaluating budget execution with emphasis on an agency's program objectives and resources, proper cost accounting reports, and determination of status of appropriated and non-appropriated funds.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
PHYSICAL DEMANDS: The work is primarily sedentary with extensive interaction with personnel at their workstations
or locations. Infrequent travel, driving of government-furnished vehicles and travel by common carrier may be required.
WORK ENVIRONMENT: The work is performed in an office setting.

You will be evaluated for this job based on how well you meet the qualifications above.
